Obituary of Patrice Blanchard

It is with heavy hearts we announce the passing of Patrice "Pat" Blanchard at Hospice Fredericton on February 20th, 2022. Born in Paquetville, NB, he was the son of the late Irené and Dorina (Robichaud) Blanchard. He leaves behind his loving wife and best friend of 63 years, Audrey; their five children Jeannette (Clairence), Diane (Keith), René (Lori), Paul (Janet) and Denise; their five grandchildren, Katherine (Joe), Patrick, Nicholas, Erika and Julien; two great grandchildren, Mya and Eva; his sister, Yvonne, of Moncton, as well as several nieces and nephews. Two brothers preceded him in the tomb: Thiburce and Raymond. Having spent his young years in Paquetville, he continued his secondary schooling at the Collège St-Joseph of Memramcook, graduating in 1953. This is where he developed lifelong friendships. He often spoke of his time in the internationally recognized choir under the leadership of Father Léandre Brault. He learned to speak English while completing his engineering degree at UNB, and continued his education at the University of Michigan where he earned his master’s degree. Pat worked the majority of his life for the province of New Brunswick, beginning in Bathurst and then in Fredericton, He was the Director of the Community Improvement Corporation under the government of Louis Robichaud and was named Deputy Minister of Commerce & Development and then clerk of the executive council under the government of Richard Hatfield. The first Acadian to hold this post. In 1986, they moved to Moncton where he was Atlantic Director for ACOA. He ended his career at the Université de Moncton, where he taught in the master’s in public administration program. In 1986 he was conferred an honorary degree from the Université de Moncton. He also was named to the Paquetville hall of fame. He was proud of his hometown and established a bursary in his name at the UdeM for engineering or administration students who come from the Paquetville and the outlying areas. He was very engaged in the development of Fredericton’s francophone community and in the economic development of the province, with a particular interest in Acadian communities. For his children, he was coach, chauffeur, gardener, carpenter, banker, counselor and family historian among other things. But mostly, he was a good dad. Due to Covid-19 concerns, a private service will be held. Burial will take place at the Hermitage Cemetery in Fredericton, NB at a later date. In lieu of flowers, donations in his memory can be made to Hospice Fredericton, or to the charity of the donor’s choice. Né à Paquetville, au N.-B., il était le fils de feu Irené Blanchard et de feu Dorina (Robichaud) Blanchard. Il laisse dans le deuil sa douce épouse depuis 63 ans et sa meilleur amie Audrey (McWilliams) Blanchard, ses cinq enfants: Jeannette Blanchard (Clairence), Diane McAlpine (Keith), René Blanchard (Lori), Paul Blanchard (Janet) et Denise Blanchard; cing petits-enfants: Katherine (Joe), Patrick, Nicholas, Erika et Julien, et deux arrière-petits-enfants: Eva et Mya; sa soeur Yvonne de Moncton, N-B, ainsi que plusieurs nièces et neveux. Deux frères l’ont précédé dans la tombe: Thiburce et Raymond. Ayant passé ses jeunes années à Paquetville, il a continué ses études secondaires à l’ancien collège St-Joseph de Memramcook jusqu’à 1953. C’est ici qu’il a trouvé des amis qui sont restés proches tout au long de sa vie. Il parlait souvent de son temps dans la chorale sous la tutèle du père Léandre Brault. Il a apprit à parler anglais tout en complétant son diplôme en génie civile à UNB et a continué ses études à l’université du Michigan en complétant sa maitrise. Patrice a travaillé la grand partie de sa vie pour la province du Nouveau-Brunswick, premièrement à Bathurst, et ensuite à Fredericton. Il fut directeur de la société d’aménagement regional sous le gouvernement Louis Robichaud et fut nommé sous-ministre du département de commerce et de développement sous le gouvernement Hatfield avant de terminer sa carrière provinciale comme greffier en chef du cabinet conseil exécutif. Le premier acadien à combler ce poste. En 1986 ils déménagent à Moncton où il fut directeur atlantique de l’APÉCA. Il a terminé sa carrière à l’université de Moncton où il enseignait dans le programme de maitrise en administration publique. Il a reçu un doctorat honoris causa en 1986 de l’université de Moncton et il fut aussi nommé au salon de renomée de Paquetville. Il a établit une bourse à son nom à l’UdeM en génie ou administration pour les étudiants de Paquetville et des régions voisinantes. Il était impliqué au développement de la communauté francophone de Fredericton et au développement économique de la province, avec un intérêt particulier dans les communautés acadiennes. Pour ses enfants, il était à la fois coach, chauffeur, jardinier, charpentier, banquier, raconteur historique et conseiller. Mais surtout – un bon papa. Suite aux limitations de Covid-19, les funérailles seront limitées aux membres de la famille seulement. Une preuve vaccinale sera obligatoire. L’inhumation se fera au cimetière de Hermitage de Fredericton à une date ultérieure. À sa douce mémoire, un don à l’hospice de Fredericton, ou à l’organisation de votre choix serait apprécié.
